Senior Consultant II - Tribal TA and Engagement Lead

Advocates for Human Potential, Inc., is seeking a Senior Consultant II – Tribal TA and Engagement Lead for the Center for Research, Training and Technical Assistance (CTTAC) to work with Tribes and Native communities.

AHP is the Administrative Entity, managing a number of grants for the California Department of Health Care Services that make funds available for Tribes and Native communities to build behavioral health treatment facilities and bridge housing as well as addressing homelessness, behavioral health, crisis and disaster services. AHP also maintains other grants supporting Tribes and Native communities to implement behavioral health and wellness programs including the Wellness Recovery Action Plan (WRAP). AHP seeks an individual with the commitment, necessary skills and passion to provide expert consultation, training, and coaching for Tribes and Native communities with funding through AHP as well as providing guidance on the development of policy and resources that are responsive to the needs of Tribes and Native communities.

The successful candidate will have leadership and senior management experience in designing, developing and operating initiatives focused on improving service systems for Tribe(s) and/or Native communities. The Senior Consultant II – Tribal TA and Engagement Lead will support existing projects and provide thought leadership and subject matter expertise to strengthen AHP, national, state and community responses to Tribal community needs. A significant portion of the work is with California Tribes and Native communities, thus an individual from a California Tribe and based in California is preferred.

About the Position

This is a remote position in California. However, the position will require periodic travel to AHP's Pasadena, CA Office for meetings and training and may include some additional travel to grantee sites, Sacramento or outside of California.

The Senior Consultant II- Tribal TA and Engagement Lead will engage in activities including, but not limited to the following:

Leadership

  • Provide thought leadership across the Center for Training, Technical Assistance, and Consulting (CTTAC) around effective engagement with Tribes, Native communities and Native identified individuals.

  • Serve as lead for independent projects within your area of expertise, bring business into the firm, and complete project work within scope of expertise.

  • Bring ideas for internal consulting across projects to Program Directors to address needs and knowledge gaps; develop content to address the same.

Training and Technical Assistance

  • Provide coaching, consulting, support, and expertise to clients, TTA recipients, and other stakeholders as they roll out new programs, policies, or initiatives.

  • Serve as a facilitator for internal or external working meetings, and TA sessions, including development of purpose, agenda, scope, implementation methods, and evaluation.

  • Speak at events including conferences, webinars, and learning collaboratives around areas of expertise, including but not limited to working with Tribes and Native communities.

  • Use subject matter expertise to provide real-time, on-the-spot consultation or resources to internal and external stakeholders with a fast turnaround.

  • Document work of TTA recipients, delivery of TTA, and progress in meeting established goals.

  • If assigned, lead delivery of large-scale training and technical assistance events (e.g., learning collaboratives, conferences), including, but not limited to engaging effectively with Tribal populations.

  • If assigned, maintain a portfolio of grantees, ensuring the grantees are making progress in their statements of work and implementation plans, are accountable to contract requirements, and are responsive to AHP requests.

Strategic Planning

  • Participate in strategic planning, prioritization, and new business development.

  • As requested, provide leadership in strategic planning support to AHP clients and internal initiatives and growth planning to expand AHP's Tribal community portfolio of work.?

  • Analyze data and use it to make recommendations for program leadership and to inform program activities.

Content Development

  • Identify areas for needed content in print materials, large-scale and small-scale training, and technical assistance opportunities.

  • Independently create content for websites and/or training and technical assistance materials, especially to support staff in effectively working with Tribes and Native communities.

  • Collaborate with divisional leadership to identify training and technical assistance needs or opportunities for consulting and create content to address such needs.

Business Development

  • Provide expertise and recommendations within business development contexts by carefully listening, identifying and reflecting gaps or problems identified, and proposing solutions.

  • Serve as a leader on outreach/marketing calls in areas of expertise and supporting the account-based management team in presenting AHP.

  • If assigned, serve as a task lead in the creation of proposals for funding.

Qualifications

Knowledge Skills and Abilities

Candidates with the following knowledge, skills and abilities are encouraged to apply:

  • Significant knowledge and understanding of California Tribal communities and Native community behavioral health, wellness and housing services.

  • Good understanding of mental health, substance use disorders, and treatment (including cultural interventions) and wellness practices.

  • Knowledge of diversity, equity and inclusion training and consultation and experience working in diverse organizations

  • Experience with real estate, behavioral health facility construction or licensing or bridge housing construction.

  • High-level diplomacy, coaching, and leadership without organizational chart authority, including maintaining client and stakeholder engagement and relationships.

  • High-level professional communication, including verbal and written presentation for diverse audiences.

  • Sophisticated ability to draw out others’ description of problems or gaps, helping them to identify needs.

  • Ability to synthesize information in their area of expertise and apply it to problems or gaps.

  • Outstanding ability to manage multiple competing priorities while remaining available and flexible to identify and address needs as they are identified.

  • High-level ability to develop and deliver training and presentations using subject matter expertise and adult learning strategies.

  • Sophisticated ability to maintain and nurture professional relationships with clients, stakeholders, and past professional contacts in a way that supports AHP’s mission.

  • Ability to lead authoritatively and professionally in a variety of contexts, such as TA sessions and trainings, strategic development calls, internal meetings, and trainings.

  • Ability to apply leadership and content knowledge to small projects without assistance from supporting staff members, as needed.

Education and Professional Experience

We are seeking candidates with at least ten years of progressively more responsible experience which includes managing complex processes and procedures, managing grants or contracts, and leading project teams. Experience working for a Tribe or Native communities strongly preferred.

Candidates for this position should possess a master’s degree in social work, behavioral health, public health, or similar field. Professional experience may be substituted for the education requirement.

Salary: $125,000-$140,000

AHP, in an effort to be transparent with applicants about salary and in compliance with various state pay disclosure requirements, publishes the following information, which is current as of the date of posting. The base salary range above represents the low and high end of the AHP salary range for this position. Actual salaries will vary and may be high or low in the range based on various factors, including but not limited to location, experience, and education. The range listed is just one component of AHP’s total compensation package for employees.
