Senior Operations Manager II - Behavioral Health Continuum Infrastructure Program (BHCIP)

Advocates for Human Potential, Inc., is seeking a Senior Operations Manager II – Behavioral Health Continuum Infrastructure Program (BHCIP) for the Center for Training and Technical Assistance and Consulting (CTTAC) to serve as an additional member of the BHCIP leadership team in supporting the Director and Deputy Program Director in day-to-day management of the program.

AHP in partnership with the California Department of Health Care Services, is managing the Behavioral Health Continuum Infrastructure Program (BHCIP). BHCIP was authorized through 2021 legislation and expanded in 2024 through the Passage of California Proposition 1, a two-bill package including the Behavioral Health Infrastructure Bond Act of 2024. AHP serves as the Administrative Entity, managing grants through successive rounds of funding, which make funds available for expansion of behavioral health facilities and infrastructure throughout the state.

The successful candidate will have leadership experience and will be a generalist with an extensive background in program and project management. Given the nature of the work, candidates based in California are preferred. At a minimum, the successful candidate must reside in either the mountain or pacific time zone.

About the Position

This is a remote position in California. However, the position will require periodic travel to AHP's Pasadena, CA Office for meetings and training and may include some additional travel to grantee sites, Sacramento or outside of California.

The Senior Operations Manager II- Behavioral Health Continuum Infrastructure Program will engage in activities including, but not limited to the following:

Leadership

  • Serve as a member of the BHCIP Leadership Team
  • Serve as a liaison to cross-functional teams across the organization.
  • Independently support relations with clients, sponsors and other external stakeholders
  • Manage subcontractors and consultants, including creation of statements of work.
  • Contribute high-level thought leadership to the application of operational practices to the overall strategy and execution of the project.
  • Regularly provide matrixed and/or direct oversight and leadership to other project staff, especially in the area of task assignment.

Administrative

  • Team Meetings—regularly support other members of the project leadership in leading routine meetings.
  • Create and manage organizational solutions for the entire project team.

Data Management

  • Gather, compile, and summarize data and develop visuals and reports as needed.
  • Partner cross functional departments to develop appropriate data management, stewardship, and visualization strategies to meet project needs.
  • Compile, summarize, and analyze data.

Training and Technical Assistance

  • Serve as a resource for providing funders, clients, grantees, and other stakeholders with training and technical assistance (TA) in areas of operations or other subject matter expertise including quality management, standard operating procedures and the like.

Content Development

  • Establish standard operating procedures for the project in collaboration with the project leadership.
  • Support creation of statements of work for contractors and consultants.

Project Management

  • Support integration of the Enterprise Project Management Team into the project
  • Create tools, templates, and processes to enhance efficiency and effectiveness.
  • Manage stakeholder engagement and communication plans along with the remainder of project leadership.
  • Engage in quality control within the project.

Qualifications

Knowledge Skills and Abilities

Candidates with the following knowledge, skills and abilities are encouraged to apply:

  • Significant knowledge and understanding of business processes, standard operating procedures, organizational development, and cross-system collaboration.
  • Familiarity with the behavioral health field, and the landscape of the behavioral health continuum of care within the state of California.
  • Ability to diplomatically provide leadership to project team members as well as to other key stakeholders including funders, community partners, clients, subcontractors, and grantees.
  • Exceptional professional communication, both verbally and in writing, with the skill to use professional self differentially dependent on the audience.
  • Superior personal initiative, self-management, organization as well as skill in conveying such initiative to peers.
  • High-level skill with Microsoft Office suite and spreadsheet management, to the level of strong experience with pivot tables within Microsoft Excel
  • Ability to exercise sound judgment and exhibit appropriate independent problem-solving while also soliciting additional information and guidance and amplifying the urgency of issues, as needed.
  • Skill with independently creating timelines and understand dependencies between tasks and deliverables.
  • Ability to understand project needs and strategy in such a way as to support overall project completion and serve as a member of the leadership team for a high-strategic-impact project.
  • Ability to create cross-functional workflows that incorporate responsibilities held by multiple business units.

Education and Professional Experience

We are seeking candidates with at least ten years of progressively more responsible experience which includes managing complex processes and procedures, managing grants or contracts, and leading project teams. Candidates for this position should possess a master’s degree in social work, behavioral health, public health, or similar field. Professional experience may be substituted for the education requirement. A Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) designation is preferred.

Salary: $110,000-$118,000

AHP, in an effort to be transparent with applicants about salary and in compliance with various state pay disclosure requirements, publishes the following information, which is current as of the date of posting. The base salary range above represents the low and high end of the AHP salary range for this position. Actual salaries will vary and may be high or low in the range based on various factors, including but not limited to location, experience, and education. The range listed is just one component of AHP’s total compensation package for employees.
